Accounting for Co-benefits in Asia's Transportation Sector: Methods and Applications

This session is intended to review the results of a project to field test guidelines for measuring co-benefits in the transport sector in Asia. The session has two objectives. The first is to examine methodological issues involved in using the guidelines (developing baselines, determining appropriate endpoints, overcoming data shortages). The second is to understand how guidelines were applied to actual projects in the Thailand and the Philippines. Discussions will also bring together transportation experts and transport policymakers to verify the applicability of the guidelines and how they can be operationalized to assist transport policy or project evaluation.
